Mr. Pelaelo Daniel Khowe
Mr. Pelaelo Daniel Khowe is a seasoned finance and investment professional with over two decades of experience spanning finance, accounting, grants management, and strategic leadership across both public and private sectors. He is a Fellow Certified Chartered Accountant and a Fellow Certified Professional Accountant and holds a Master of Business Administration (MBA) from the University of Derby.
Upon his appointment as Caretaker Chief Executive Officer of MDCB, Mr. Khowe was serving as the Permanent Secretary in the Ministry of Minerals and Energy, where he was responsible for the overall strategic management and administration of Botswana’s mines, minerals, and energy sector. In this role, he provides executive oversight to six state-owned entities, including Botswana Power Corporation, Botswana Energy Regulatory Authority, Botswana Oil Company, Minerals Development Company Botswana, Okavango Diamond Company, and Botswana Geological Survey. He also plays a critical role in financial oversight and investment appraisal for multi-billion pula ministerial mega projects.
He has been appointed as Caretaker Chief Executive Officer of Minerals Development Company Botswana (MDCB). His appointment reflects the strategic need for continuity and leadership grounded in a deep understanding of existing agreements, sector dynamics, and the ongoing demerger project. Mr. Khowe brings strong expertise in investment strategy, financial governance, and organisational management, complementing the company’s existing technical capabilities.
Mr. Khowe possesses extensive experience across key financial disciplines, including strategic financial management, treasury management, project finance, budgeting and forecasting, corporate governance, and capital investment planning. His work has involved close collaboration with international financial institutions such as the African Development Bank (AfDB), the African Legal Support Facility (ALSF), and the World Bank Group. He was also nominated and sponsored by the International Finance Corporation (IFC) to attend a Public-Private Partnerships (PPP) executive programme at Harvard University.
Among his notable achievements, Mr. Khowe effectively chaired the Finance Working Group during the Botswana–De Beers diamond negotiations, contributing to critical national outcomes. He has also played a pivotal role in the structuring, negotiation, and delivery of Botswana’s first 300MW coal-fired Independent Power Producer (IPP) project, as well as 10MW and 6MW Coal Bed Methane power pilot projects. His contributions to national development were recognised in September 2024 when he was awarded the Naledi Ya Botswana (N.Y.B), one of the country’s highest honours, for meritorious service.
Mr. Khowe began his professional career in 2001 as a Financial Accountant at Botswana Post. He later held key leadership roles including Financial Advisor at the Local Enterprise Authority, In-Country Finance Manager at the Botswana-UPenn Partnership, Director of Finance and Administration at the Botswana National Youth Centre, Head of Finance and Administration at TechnoServe Botswana, and Group Management Accountant at the Botswana Meat Commission (BMC).
He has also served as a Board Member of Debswana Diamond Company and has participated in several high-level management and development programmes between 2019 and 2025, further strengthening his leadership and governance capabilities.
With a distinguished career marked by strategic impact, financial expertise, and national service, Mr. Khowe brings strong leadership and continuity to MDCB during this transitional period.
